The Régence de Tunis 1 Franc of 1919 was an emergency fractional issue produced in response to the acute small-change shortage that gripped French North Africa during and immediately after the First World War. Hoarding of metallic coin was widespread, and the colonial administration needed a stopgap before proper coinage could be restocked.
Pick 46 belongs to a short series of low-denomination notes issued under the Residency General rather than through a chartered bank — an administrative arrangement that makes these notes legally distinct from the later Banque de l'Algérie-issued Tunisian currency that replaced them.
