Habibullah Khan inherited the Afghan throne in 1901 following his father Abdur Rahman's iron-fisted consolidation of the country, and the early coinage of his reign reflects the administrative disorder of that transition. This piece is a counterstruck Falus — an older host coin restruck with new authority marks at Qandahar — a practice that reveals both the chronic shortage of fresh copper coinage in the provinces and the persistent difficulty Kabul had in projecting mint control beyond the capital. Qandahar's semi-autonomous minting history made it a recurring site for such pragmatic restrikings.
