The Tokharian yabghus — semi-autonomous Turkic lords controlling the Tokharistan region south of the Oxus — issued imitative coinage derived from Sasanian prototypes as a practical monetary solution during the seventh century, when Sasanian administrative reach into Central Asia was collapsing under simultaneous pressure from the Byzantine west and the early Arab conquests from the south. This piece imitates the Hormazd IV drachm type, which itself dates to a reign of just twelve years ending in 590 AD, making the original an already-dated prototype by the time these copies entered circulation.
The countermark фopo (Bactrian for "good") and accompanying tamgha identify the issuing authority with more precision than the imitated legends ever could.
