The white shark series sat within a broader Pacific island commemorative boom of that decade, where nations with minimal mint infrastructure lent their issuing authority to foreign promoters in exchange for a fee.
KM#449 is copper-nickel, placing it at the lower-cost end of the Palauan commemorative output, which ran parallel higher-value silver versions of many of the same designs.
