Palau began issuing themed wildlife dollars in the 1990s under a licensing arrangement that effectively outsourced the entire program to a German marketing firm — these coins were never intended for domestic circulation and were produced solely as collector items sold through international dealers. The white shark series sat within a broader Pacific island commemorative boom of that decade, where nations with minimal mint infrastructure lent their issuing authority to foreign promoters in exchange for a fee.

KM#449 is copper-nickel, placing it at the lower-cost end of the Palauan commemorative output, which ran parallel higher-value silver versions of many of the same designs.
