Liberia's collector coinage program of the 2000s was essentially a licensing operation — the Central Bank contracted with private minting firms, primarily in Germany, to produce themed issues with no meaningful connection to Liberia itself. The "Stadium of Zürich" dollar is one of hundreds of such pieces, struck for the international novelty coin market rather than any domestic purpose. At roughly 1.24 grams of .999 silver, the actual metal content is negligible; the economics were entirely in the collectible premium.
