Palau has issued commemorative dollars under licensing arrangements since the 1990s, contracting production to private mints — primarily in Germany and Austria — that supply the broader novelty collector market. This Legion piece is part of a broader ancient Rome themed run, none of which circulated and all of which were sold directly to collectors through dealer networks. Silver-plated copper-nickel is the telling detail: it places this squarely outside Palau's handful of genuine silver issues.
