Palau began issuing marine-themed collector coinage in the 1990s under licensing arrangements that route production and distribution almost entirely through overseas minting and marketing firms — the coins are legal tender in name, but Palau's own financial system has little practical involvement in their lifecycle. The orange-lined triggerfish series sits squarely in that commercial collector market, produced for hobbyists rather than circulation.
KM#282 is copper-nickel rather than the silver used in Palau's more premium marine issues from the same period.
