Liberia's late-1990s commemorative program was, bluntly, a revenue operation — the country was in the grip of civil war aftermath and had no functioning economy to speak of. These coins were never intended for domestic circulation. They were produced under contract by foreign mints and sold directly to the international collector market, with proceeds benefiting the Liberian government's hard currency reserves rather than any conservation program the "Marine-life Protection" title implies.
