Issued the same year Diana died in Paris — August 1997 — this Niuean commemorative was part of a wave of tribute coinage that flooded the market within months of the crash in the Pont de l'Alma tunnel. Niue had by then established itself as a prolific issuer of licensed commemoratives with no domestic circulation intent, producing coins primarily for the collector and souvenir trade through external distributors.
Mintage controls on issues like this were rarely strict, and many saw print runs that suppressed long-term secondary market value despite strong initial demand.
