The Pegasus dollar is part of Cook Islands' expansive licensed commemorative program, which by the late 2000s had become one of the most prolific in the world — the islands' monetary agreement with New Zealand allowed them to issue legal tender coins while bearing essentially no obligation to produce circulating currency, making them an attractive vehicle for the novelty collector market.
Silver-plated copper was the workhorse material of this boom, keeping production costs low enough for high-volume licensed themes.
