Issued under Cook Islands' long-standing arrangement with the New Zealand government, which handles the territory's foreign affairs and defence while leaving it free to produce its own commemorative coinage — an arrangement that has made Cook Islands one of the more prolific commemorative issuers in the Pacific since the 1970s.
