Obverse description Fourth portrait effigy of Queen Elizabeth II facing right, as executed by sculptor Ian Rank-Broadley. The Queen is depicted wearing the Girls of Great Britain and Ireland Tiara, with pearl earrings and a necklace visible. The Connecticut privy mark on this Kookaburra issue commemorates the 1788 ratification of the U.S. Constitution by Connecticut — the fifth state to ratify — and was produced as part of a broader series of privy-marked Kookaburras issued through a collaboration between the Perth Mint and American distributors targeting the U.S. collector market during the late 1990s. These privy variants were struck in strictly limited quantities alongside the standard bullion issue, giving them a collectible premium well beyond their silver content.

The 1999 date places this coin in the final year of the Ian Rank-Broadley effigy's debut on Australian coinage.
