Sierra Leone's early 2000s dollar series was a frankly commercial venture — coins produced for the collector and novelty market rather than domestic circulation. The Buffalo dollar falls squarely in that category, issued by the government as a licensing arrangement with foreign minting interests, a practice the country leaned on heavily during a period when the actual national currency, the leone, was grinding through post-civil-war instability.

KM#234 is well documented but sees little numismatic enthusiasm precisely because its origins are transparent.
