Authorized under the Breast Cancer Awareness Commemorative Coin Act of 2015, this issue was part of a fundraising mechanism where surcharges from each sale — $10 per uncirculated coin, $10 per proof — were directed to the Breast Cancer Research Foundation and the Susan G. Komen organization. Congress has used the commemorative coin surcharge model since the 1980s as an off-budget method of directing funds to designated causes without direct appropriation.
The concave obverse was a deliberate technical choice, one of the first such applications on a U.S. circulating-denomination commemorative, echoing the curved Baseball Hall of Fame dollars introduced in 2014.
