Palau's marine-themed collector series, launched in the 1990s, was among the first to apply color printing directly to circulating-format coinage — a technique that was technically crude in early runs but had matured considerably by 2007. The Blue Surgeon Fish issue belongs to a later wave of that program, produced for the international collector market rather than any domestic monetary purpose; Palau uses the US dollar in everyday commerce and has no practical need for its own coinage.
