The American Silver Eagle program launched in 1986 under the Liberty Coin Act of 1985, which mandated that silver for the coins be sourced exclusively from newly mined domestic deposits — a provision inserted specifically to benefit American silver producers struggling after the Hunt Brothers' market collapse earlier that decade. For the first several years, the West Point facility struck the vast majority of business strikes without a mint mark, a decision that confused collectors and still complicates attribution of early-date specimens.

The 2021 issue marks a deliberate transitional year: the Mint split production between the Type 1 reverse design used since 1986 and a new Type 2 reverse introduced mid-year, making it the only year in the series with two distinct reverse types struck simultaneously across multiple facilities.
