Somalia had no functioning central government in 2006 — the Transitional Federal Government existed largely on paper, controlling little territory while clan militias and the Islamic Courts Union contested Mogadishu. Coins nominally issued under the Somali state during this period were not products of any domestic mint and saw no meaningful domestic circulation. Most were produced speculatively for the collector and novelty market by foreign private minting operations licensing the Somali name.
