The 1999 Tajikistani diram series was issued as part of the country's second currency reform, replacing the Tajikistani ruble at a rate of 100 rubles to 1 somoni — with the dirams as fractional units. The somoni/diram system had been delayed for years by the civil war that ran from 1992 to 1997, making this issue one of the more politically loaded currency launches of the post-Soviet space.

Giesecke & Devrient's Leipzig facility, formerly part of the East German state printing apparatus, became a significant supplier to newly independent Central Asian states through the 1990s.
