Struck to mark the 1000th anniversary of Tynwald, the Isle of Man's parliament and one of the oldest continuous legislative assemblies in the world. The celebration drew unusual international attention — Queen Elizabeth II attended the commemorative sitting at St. John's in July 1979, a rare instance of the sovereign presiding in person over a dependent territory's parliament rather than being represented by a Lieutenant Governor.
The .925 silver version was issued alongside a cupro-nickel circulation strike, a split that had become standard Pobjoy Mint practice for Manx commemoratives by this point.
