Gibraltar's 1994 football series was issued in direct anticipation of the 1994 FIFA World Cup held in the United States — a tournament notable for its record aggregate attendance and, less charitably, for some of the lowest-scoring matches in World Cup history. The irony of commemorating a player scoring beneath a diving goalkeeper during the most defensively cautious World Cup on record was presumably lost on the issuing authority.
