Emanuele Filiberto recovered Savoy from French occupation only after the Treaty of Cateau-Cambrésis in 1559, which makes the earliest dates of this issue particularly charged — the duchy was effectively reconstituting its own monetary system from scratch after decades of foreign administration. He transferred the capital from Chambéry to Turin in 1563, and the mint infrastructure shifted accordingly.
The billon content reflects chronic silver shortages across Piedmont during this period, not a debasement in the punitive sense.
