Norwegian royal coinage of the 1260s falls squarely within the reign of Håkon Håkonsson's son Magnus Lagabøte, whose legal reforms would later unify Norwegian law — but whose early monetary policy was inherited from a fragmented, regionally variable system of small silver issues. The quarter penning sits at the bottom of that denomination structure, struck in quantities that suggest fiscal necessity rather than prestige.
Skaare's attribution places this type among the most difficult Norwegian medievals to assign with confidence, given die overlap and the absence of mint marks distinguishing Bergen from Nidaros production.
