The Eyalet of Egypt occupied an awkward constitutional position during these years — nominally an Ottoman province, but effectively an autonomous state under Muhammad Ali Pasha, who had been consolidating personal control since the massacre of the Mamluk beys in 1811. Egyptian coinage of this period reflects that ambiguity, produced under Ottoman regnal dating yet through a mint infrastructure Muhammad Ali was actively modernizing with European equipment and expertise.
The debased gold alloy — well below Ottoman standard — is characteristic of Muhammad Ali's monetary pragmatism rather than any minting failure.
