Andorra's sub-euro fractional coinage occupies an odd legal space — the principality adopted the euro by monetary agreement with the EU in 2011, but that agreement did not initially grant it the right to issue coins. A revised agreement in 2013 finally authorized Andorran coinage, opening the door to issues like this one. The 1.25 euro denomination itself has no practical circulation role; it exists almost entirely for the collector market, a common device among small states operating under euro agreements without full eurozone membership.
