The fractional Libertad series was introduced in 1991 to broaden access to Mexico's bullion program, which had previously offered only the one-ounce format since 1982. The 1/20 onza is the smallest denomination in that fractional lineup and was produced in comparatively low mintages relative to the full-ounce coin — a fact that has made certain dates within this 1991–1995 window genuinely difficult to locate in original mint packaging.

The Casa de Moneda de México, founded in 1535, is the oldest operating mint in the Americas.
