Clement XI issued this coin during one of the most turbulent stretches of his pontificate — 1707 fell squarely within the War of the Spanish Succession, in which the Pope's attempt to remain neutral collapsed when Imperial forces under Joseph I occupied the Papal territories of Comacchio and Ferrara. The financial and political strain on Rome was acute, and coinage from this period reflects the Papal mint working under considerable external pressure.
The Tobias and the Angel type draws from the Book of Tobit, a subject with particular devotional currency in Counter-Reformation Rome. Clement XI was a notably learned pope, personally involved in the selection of iconographic programs for his coinage.
