The Dietrichstein were a Moravian noble family who held comital minting rights as a privilege of the Holy Roman Empire — one of hundreds of such grants that cluttered German-speaking Europe with small-denomination billon fractions well into the eighteenth century. Karl Ludwig, Count of Dietrichstein, issued this piece under rights that were already anachronistic by 1731, as Habsburg centralization was steadily eroding the practical minting authority of minor nobility.
KM# 13.1 distinguishes this from at least one die variant in the series.
