The Pei Yang Arsenal Mint — operating under the Beiyang military-industrial complex in Tianjin — was among the earliest Chinese provincial mints equipped with modern European machinery, largely through Li Hongzhang's modernization program in the 1870s and 1880s. The type 2 designation distinguishes this issue from the initial dragon design, which was revised after the first striking; the reworked dragon is the more commonly encountered variety, though at this weight and diameter both types circulated poorly against the dominant larger denominations and were frequently hoarded or lost rather than worn down.
