Tancredi's reign was itself a disputed claim — an illegitimate grandson of Roger II who seized the Sicilian throne ahead of the German imperial claimant Henry VI. The coinage reflects the pressure of a kingdom under siege: small fractional bronzes like this were struck in quantity to keep markets functioning as Norman Sicily entered its final years. Henry's forces took Palermo in 1194, and Tancredi had already died that spring, ending the Norman dynasty entirely.
