Obverse description Printed entirely in red on cream paper, the obverse is divided into two panels by a vertical rule. The left panel carries a crowned municipal coat of arms with a rampant lion above a scroll cartouche bearing the numeral 1000000, below which the serial number is handstamped and the legend NUMMER: appears. The right panel bears the heading ZAHLUNGSANWEISUNG at top, the denomination EINE MILLION MARK in large display lettering, a two-line guarantee clause in smaller text, the issue date Kelheim, 7. Sept. 1923, and the facsimile signature of the 1. Bürgermeister below the authority name STADTRAT KELHEIM. The printer's imprint of Graphische Kunstanstalt Heinr. Schiele Regensburg appears at the lower left.

Reverse description The reverse is printed in red on cream paper and dominated by a bold pen-and-ink style vignette occupying the left two-thirds of the note, showing the Befreiungshalle (Liberation Hall) near Kelheim rendered in a loose, expressive graphic manner with surrounding vegetation. To the right, within a ruled panel, the issuer name STADT KELHEIM and denomination EINE MILLION MARK appear in large block lettering above a scroll cartouche with the numeral 1000000. The designer's signature Z. Reichl is inscribed in small characters at the lower right of the vignette panel.
