Annaberg's district authority issued this million-mark note during the summer of 1923, when the Reichsbank's inability to supply sufficient emergency currency forced local administrative bodies — Landkreise, municipalities, even individual businesses — to print their own. The Amtshauptmannschaft was the Saxon administrative district tier, and Bezirksverband notes of this type were issued on local authority rather than any banking mandate.
G. Bald Wittig was a local Annaberg printer, not a specialist security firm. At the inflation's peak, that distinction barely mattered — the notes were obsolete within weeks regardless of who printed them.
