Mémo Euroscope issues these souvenir "0 Euro" pieces under license from the European Central Bank, which in 2016 granted formal permission for private operators to produce collector notes using the euro design framework — provided the face value is zero and legal tender status is absent. Enschedé's involvement lends genuine technical credibility; the Haarlem firm has printed banknotes continuously since the early eighteenth century and currently produces currency for multiple sovereign issuers.
The hologram strip meets the same specification used on circulating euro notes, which is partly the point — these are marketed on the tactile experience of handling something that feels official.
