Oberthur Fiduciaire prints them to full security-paper specification anyway: genuine cotton substrate, intaglio-style printing, and embedded features that would be entirely unnecessary on a souvenir ticket. That over-engineering is deliberate; it keeps the notes collectible and theoretically unforgeable, which protects the program's commercial model.
