The zero euro souvenir note program, administered through EuroSouvenir and distributed via regional tourist sites across Europe, has no monetary value and is explicitly excluded from European Central Bank regulation — making it a legal curiosity rather than a banknote in any functional sense. Oberthur Fiduciaire prints them to full security-paper specification anyway: genuine cotton substrate, intaglio-style printing, and embedded features that would be entirely unnecessary on a souvenir ticket. That over-engineering is deliberate; it keeps the notes collectible and theoretically unforgeable, which protects the program's commercial model.
