EuroSouvenir's zero-euro souvenir note program, operated under license from the European Central Bank, uses Oberthur Fiduciaire's security printing infrastructure — the same house responsible for a significant share of genuine euro banknote production — which gives these collector pieces authentic intaglio feel and embedded security features despite carrying no monetary value. This "Vrolijk Pasen" (Happy Easter) edition is one of hundreds of themed releases issued annually through the program, primarily sold through tourist venues and specialty retailers across the Netherlands and Belgium.
The zero-euro format was first commercially launched in France in 2015 by Richard Faille.
