This souvenir zero-euro note belongs to the LTDA program administered by the Portuguese company EuroSouvenir, which licenses designs to tourism operators and cultural institutions across the continent, then contracts Oberthur Fiduciaire to produce the physical notes to genuine euro security specifications.

The LTDA signature of R. Faille appears on all notes in the program regardless of subject country — a quirk that confuses collectors expecting a local signatory.
