Vilnius was named a European Capital of Culture in 2009, the same year it jointly held the title with Linz, Austria — a distinction that gave the city renewed international visibility and became a recurring hook for Lithuanian commemorative issues in the years that followed. This souvenir zero-euro note belongs to the LTDA program administered by the Portuguese company EuroSouvenir, which licenses designs to tourism operators and cultural institutions across the continent, then contracts Oberthur Fiduciaire to produce the physical notes to genuine euro security specifications.
