Euro Souvenir's 0 euro program has been running since 2015, with Oberthur Fiduciaire producing the notes under a licensing arrangement with the European Central Bank that permits the legal manufacture of zero-denomination collector pieces — the only denomination the ECB will sanction for this kind of commercial souvenir issue. Verona joined a catalog now numbering in the thousands of individual tourist-site releases.
