Euro Souvenir's 0 euro program has been running since 2015, with Oberthur Fiduciaire producing the notes under a licensing arrangement with the European Central Bank that permits the legal manufacture of zero-denomination collector pieces — the only denomination the ECB will sanction for this kind of commercial souvenir issue. Verona joined a catalog now numbering in the thousands of individual tourist-site releases.
R. Faille became CEO of Euro Souvenir following the program's early growth phase. The signature here is his, not a central bank official's — a distinction that matters if you're assembling these by issuing authority.
