The 0 Euro souvenir note program, administered through a network of European tourist outlets and coordinated largely by the Collecteuro platform, uses genuine Oberthur Fiduciaire security paper and printing processes — the same infrastructure used for legal tender production. That's not an accident; it's what makes the series legally permissible under EU rules, which allow reproduction of the euro design only when the note cannot plausibly circulate as currency.
