The 0 Euro souvenir note program, administered through a network of European tourist outlets and coordinated largely by the Collecteuro platform, uses genuine Oberthur Fiduciaire security paper and printing processes — the same infrastructure used for legal tender production. That's not an accident; it's what makes the series legally permissible under EU rules, which allow reproduction of the euro design only when the note cannot plausibly circulate as currency. Zero face value satisfies that condition neatly.
The Trentino-Alto Adige issue targets one of Italy's most visited alpine regions, where German and Italian share official status — an autonomy arrangement dating to the 1972 Second Statute and still politically sensitive today.
