EuroSouvenir's zero-euro collector notes occupy a legal grey zone that most people miss: they are genuine collector banknotes authorized under European Central Bank rules — the ECB permits the printing of zero-denomination euro-format notes for commemorative purposes, provided they cannot be mistaken for legal tender.
