EuroSouvenir's zero-euro collector notes occupy a legal grey zone that most people miss: they are genuine collector banknotes authorized under European Central Bank rules — the ECB permits the printing of zero-denomination euro-format notes for commemorative purposes, provided they cannot be mistaken for legal tender. Oberthur Fiduciaire, one of the few security printers licensed to produce official euro currency, handles the series, which gives these souvenirs the same substrate and holographic security strip found on circulating denominations.

The Cyrillic-text variant targeting a Russian-speaking audience reflects Kaliningrad's peculiar geography — a Russian exclave entirely surrounded by EU member states, where souvenir notes in both scripts have a natural dual-market appeal.
