The 0 Euro souvenir note program, launched around 2015, exists entirely outside the ECB's monetary mandate — the bank licenses the format to commercial operators, who contract directly with security printers like Oberthur Fiduciaire to produce them as collectibles with no legal tender status anywhere. The BR 99.22 series references the narrow-gauge steam locomotives that operated across various German mountain railways, most famously the Harz network, which still runs them in scheduled service — an unusual case of working heritage traction.
R. Faille's signature here is that of an Oberthur executive, not an ECB official. The ECB's blessing is nominal.
