The 0 euro souvenir note scheme was launched in 2015 by Richard Faille, a French entrepreneur who persuaded Oberthur Fiduciaire — an actual security printer with genuine central bank contracts — to produce legal-format collector pieces for museums, tourist sites, and municipalities. They carry no monetary value and are not legal tender, but they are printed on genuine banknote paper with real security features, which is precisely what makes them interesting as objects. The Musée des Blindés in Saumur holds the largest collection of operational tanks in the world, a fact that gives this particular issue more institutional weight than the average cathedral or château edition.
