SEDA's zero-euro souvenir program, launched around 2015 in partnership with the Banque de France, produces these Oberthur-printed pieces as licensed collectibles rather than legal tender — they carry no monetary obligation but are manufactured to the same security specifications as genuine euro banknotes, including the intaglio printing and embedded security thread. Oberthur Fiduciaire's involvement is the one detail worth noting: few private souvenir programs anywhere in the world have access to a security printer of that caliber for what is essentially a novelty item.
