SEDA's zero-euro souvenir program, launched around 2015 in partnership with the Banque de France, produces these Oberthur-printed pieces as licensed collectibles rather than legal tender — they carry no monetary obligation but are manufactured to the same security specifications as genuine euro banknotes, including the intaglio printing and embedded security thread. The Valentine's Day edition follows a recurring seasonal format that SEDA has used to broaden the collector base beyond site-specific tourism issues.
Oberthur Fiduciaire's involvement is the one detail worth noting: few private souvenir programs anywhere in the world have access to a security printer of that caliber for what is essentially a novelty item.
