The 0 Euro souvenir note program, administered through a network of tourist outlets and specialty retailers across Europe, has run since 2015 under a framework that allows licensed vendors to commission original designs printed to genuine banknote specifications. Oberthur Fiduciaire produces these on the same security paper lines used for circulating currency — watermarks, UV-reactive inks, microprinting — which is precisely the point. The legal denomination of zero means they cannot function as currency anywhere, sidestepping every EU monetary regulation while trading on the credibility of the physical object.
Collectors should note that print runs vary sharply by vendor and are rarely disclosed publicly.
