The 0 Euro souvenir note program, administered through a network of tourist outlets and specialty retailers across Europe, has run since 2015 under a framework that allows licensed vendors to commission original designs printed to genuine banknote specifications. Oberthur Fiduciaire produces these on the same security paper lines used for circulating currency — watermarks, UV-reactive inks, microprinting — which is precisely the point.
